THE PATH TO QUALITY...
For some reason, Sarawak
seems destined to become a Quality state. Why do I say this? Just look around
the next time you're out on the roads in Sarawak. You will see that every car
registration plates has the letter 'Q' on them!.
Having said that, I for
one believe that destiny is not something you would sit and wait for. Destiny
is something that you have to choose and work towards, sometimes with a little
bit of guidance from somewhere. But we still have to choose and the choice is
open to anyone. I am pleased to tell you that Sarawak has chosen and worked
towards Quality as a way of life.
Quality basically means
having excellence or applying high standards in anything that we do or provide,
be it a product or service. It is definitely the ultimate compliment to be recognised
as having attained the highest standards of quality.
It is acknowledge that the
quality movements in Asia is evolving rapidly and gaining momentum by the day.
Sarawak too, aims to inculcate a culture of quality among its people, be they
in the public sector, in the private sector and amongst the genaral public,
young or old. Our heartfelt commitment in this journey is exemplified by the
number of programmes and activities that we have launched within the Sarawak
Civil Service. And for that we have garnered not a few awards and recognition
at the national level.
We realise long before that
we cannot and must not rest on our laurels lest we be complacent and be left
behind by other Public Service organisations in the region. We accept that there
is still a long way to go and that there are many more lessons to learn and
approaches to apply. To achieve quality, there must be an intrinsic sense of
commitment from all parties in an organisation. From senior managers right down
to the office assistant, the sense of quality work processes and outcomes must
be internalised to become a way of life. Each one of us in an organisation should
be ready to respon positively when it comes to quality services that is expected
of us by stakeholders.
We are moving ever so close
to the new millennium. As such, we must not be lackadaisical in our pursuit
of quality in all its aspects. We must strengthen our resolution to be the best
Civil Service in the region and to do that, we have to ensure that we are a
Civil Service that is moving with the times. Along with other work processes
such as TQM, Process Re-engineering, Innovation. etc., we must also reach
out towards a holistic approach in our style of management. What we want to
nature is a Civil Service that is wholesome and a civil servant who imbibed
quality and is progressive in their outlook ang thinking.
