2000 BUDGET...what's in it for the civil servants?

The Budget is out and what's in it for me? I hear you say. Plenty. In fact civil servants are the 'happiest" beneficiaries of the year 2000 Budget. The First Finance Minister, Tun Daim Zainuddin who presented the Budget to Parliament on Friday, 29 October 1999 said that "the government is aware that the success of national development will not materialise without the unwavering support of the civil servants."

In total, these incentives to civil servants will cost the government RM1.3 billion, which, as the Minister said, the country can afford due to an increase in revenue from the economics recovery. Here's a run down of what civil servants can look forward to in the new year.

  • 10% basic salary increase from January
  • One month bonus with a minimum of RM1000, less RM 600 already declared earlier
  • 50% increase in housing allowance for lower rung civil servants
  • Conditions for obtaining housing loan relaxed
  • To assist home ownership for the low-and-medium income groups, stamp duty on yhe instrument of transfer will be exempted for two years beginning 1 January 2000
  • 1% redution in personal income tax across the board
  • Single person with a monthly income about RM1400 and a maried person with two children with a monthly income of about RM2100 will not be paying income tax
  • Financial assistance of RM200 to each family of Socso contributors under the survivors pension and the physical invalidity pension schemes
  • To ease the burden of educating their children, Employees Provident Fund (EPF) contributors will be allowed to withdraw a portion of their EPF contribution for the purpose of tertiary education
  • Relief on health and education insurance premium to be increased from a maximum of RM2000 to RM3000
  • To assist retirees and senior citizens affected by low interest rates, the government will issues Malaysian savings bonds totaling RM2 billion to provide another opportunity for investment with better returns
