MUKAH District Office


The moment taht  stepped down from the Twinotter palne, with much relief, I became enchanted with the tranquil atmosphere of Mukah. As we travel towards our lodging, the cleanliness and greness along the roads and buildings struck us anew and increase the awareness that this town is definitely worth a second, third and fourth looks.

The next day, we had the pleasure to sepak with Encik Philip Mejin, the District Officer of Mukah adn his two assistants, Encik Langon and Encik Sohfi, at the Mukah District Office. One of Encik Philip's concern is the need for Total Quality Management (TQM) amongst the staff in the office. He knows that the most difficult tasks is changing the midset from old to new ideas. Statements such as "The previous system is working fine so why change it ?" does not test Encik Philip patience because he understands the importance of making an existing system more efficient and cost effective.

To get the ball rolling, a TQM committee headed by Encik Sohfi is set up and regular talks are held on the need for TQM, and topics like waste reduction, standard purchasing forms usage, etc. are discussed. Encik Philip stresses that for TQM to succeed, staff attitudes, spirit of teamwork and training are important factors. Some of the programs implemented are:

          1.    TQM structure - Development General Management Administration and Services.
          2.    Desk file for each staff containing their duty list, work process and general guidelines.
          3.    Database for companies.
          4.    Improved filing system.
          5.    Suggestion box.
          6.    Teamwork activity - gotong royong every spare Friday afternoon where staff xan mingle and work together to tidy the office or do some
                 landscaping.
          7.    Cost savings by switching off utilities when not using rooms, using pencils for drafting and recycled paper instead of post-it notes.
          8.    Cost savings from quotations from budget given are used for additional improvement of the town, e.g., 24 roads built as per budget with 2 additional minor rural roads from the savings.
          9.    Participation in the Anugerah Perkhidmatan Awam Peringkat Negeri.

Another point brought up by Encik Philip is that with the current economic downturn, there is less money allocation for the running of District Offices which does hamper expansion of the township and also affects the upgrading and training of staff when they are restricted by their T&T allowances. However, a proactive DO with dedicated staff can go a long way to paving the path towards TQM despite limited resources.
