HEALTHY CITY


The term 'Healthy Cities' came about in a title speech given at an international meeting in Canada in 1985. It was then stressed that health is more than just medical care - the epople's health is dependent upon the environment that they live in and consequently the health of the community in which they exist. The Healthy Cities movement now includes projects in over 1,000 cities around the world. Each project defines differrent goals and activities but all bring a wide variety of people into the community improvement work.

The move towards 'Healthy City Kuching' began when the World Health Organisation (WHO) invited the State Health Department to participate in its Healthy City Movement programme in July 1994. Kuching North City Hall and the Council of the Kuching City South were both interested to participate in the programme. On 11 August 1994, Dr. Hisashi Ogawa, a WHO consultant came to brief the Mayors, staff of the City Councils and heads of relevant governent departments and agencies. The State Health Department became the technical advisor to the Programme.

Healthy City Kuching Project

The healthy City Kuching Steering Committee of the Sarawak Health Department is the co-ordinator of the Project. The scope of the programme covered health in its broadest sense encompassing economic, social and physical dimensions. Several conferences have been held to bring together all parties concerned in formulating a strategy to sustain the project.

At the first conference in Kuching in 1994, the organisational structure for Health City Kuching was depicted as a multifaceted cube comprising various departments and agencies borne by the two chains comprising the two City Councils. The chains are attached to the Cube by the State Health Department and the whole structure was held up by the guiding hands of the Chief Minister and the State Secretary. The second Healthy City Conference took place in Miri on 12 March 1995. Heads of departments and agencies presented their resolutions as to how they can proceed to attain a Healthy City Kuching during the enxt five years based on the problems identified during the first conference. Amongst others, these problems are employment, youths, the environment, housing, rivers, factories, vagrancy, drainage and last but not least sewerage system.

Characteristics Of Healthy City Kuching

A Healthy City Kuching:

  • provides the basic amenities for all its citizens;
  • is one where real harmony exists between various ethnic groups and religious beliefs;
  • is safe, secure and affordable;
  • is well-planned;
  • has efficient management and delivery systems and services;
  • has responsible, dedicated, disciplined, caring and health-concious citizens;
  • is a dynamic City, with a vibrant and resilient economy, and ample employment opportunities for all;
  • has state-of -the-art transports, communication and information systems;
  • is beautiful, clean, and pollution-free;
  • has adequate and easily accessible recreation facilities, to meet the diverse needs of its citizens;
  • ia a City where the culture and arts are actively promoted and appreciated; and
  • has readily available and affordable opportunities for further education.
