CHANGE TACTICS, NOT PRINCIPLES

In the process of developing our Communication Master Plan, we conducted a random survey of the public's perceptions of government programmes. In this survey, one of the questions asked of the respondents was "who or what would you consider to be the most credible source of information about what is happening in your community?" A corollary question was "what about news or information about government programmes?"

It is gratifying to note that most of the respondents mentioned the District Offices as a "most credible source" of information. This clearly shows that our District Offices continue to enjoy high credibility in our communities, a reputation that dates back to the colonial days when they were first set up.

While our District Offices must now contend with the challenging demand of changing with the times, there are some thing that must be sustained and that should always endure. In the case of our District Offices, what then must we keep for always? What must we guard from vanishing and protect from distortion and corruption?

We can all take a cue from Winston Churchill's observation on change: "The only way a man can remain consistent amid changing circumstances, is to change with them while preserving the same dominating purpose."

In other words, we can change tactics and methods, but never principles.

As district officers, we do not, and must not, have any hidden agenda. Our dominant purpose is to serve the people. This tradition of service-so that the people will always be the main principle underlying the existence of our District Offices. Our methods and procedures, tactics and strategies will need to change to meet the demands of the times that we are in. But the desires to create a better life, a better way for our local communities, must always remain as the main consideration behind every decision we make.

And for our District Offices to continue to merit respectability, credibility and high standing in our local communities, we must exert greater efforts to upgrade our standards of service. We can do this if we work together and apply our individual competencies to meet the needs and requirements brought to our attention by the people that we serve.
