From Public Administration To New Public Management

"A good government administration cannot be of a lower quality than its clients - largely the private sector. It must complement the private sector fully if it is going to serve the country and contribute towards its growth and well-being of the people." -- Dr Mahatir Mohamad (April 22, 1996 during the Commenwealth Association for Administration and Management [CAPAM] Conference in Malta)

The above quotation is of significance to the public service in the country of today because clients demand the delivery of quality service. Public administration is seen as the "old way" of delivering service but the world has changed tremendously in the last century so much so that "new way" has been churned out to satisfy customers with high expectations. The emphasis of the modern public sector is to deliver service in an efficient, effective and economic manner (the 3Es).

This transformation from public administration to new public management (NPM) or "managerialism" has a historical perspective which entails paradigmatic shifts propounded by personalities like Woodrow Wilson of the public administration era right up to Thatcher and Reagan in the 1980s who are associated with terms like privatisation, reinventing government, business process reengineering, contracting_out, outsourcing and so on. With the proliferation of these ideas, there is a need for us to familiarise theirs concept schemes and ourselves with market_oriented approaches. Fortunately, we in Sarawak Civil service have taken adequate initiatives, plans and programmes to respond to the onslaught of these managerial waves. Yet much more can still be done, initiated or acted upon by all of us to take cognisance, be mindful of and exposed ourselves to come to grips with these pervasive buzzwords.

New Public management, however, is not all about management alone. We have to meet the challenges of Information and Communication Technology (ICT), paperless government, borderless world and globalisation. Then there is also the need for civil servants to comprehend the political system and government apparatus, economic development and policies and the realm of public finance.

In this issue, RAKAN Sarawak potrays activities which are at the very heart of the Sarawak Civil Service like Employees Assistance Program (EAP), the setting up of a counselling unit under the auspices of the Chief Minister's Department, quality initiatives and effort made to narrow the " digital divide". If these initiatives are any indication of the shape of things that are already in place as well as presaging future agendas, then it is apt to say that managerialism has actually arrived at our doorsteps. Let us together design and deliver our unique programmes based on our needs and aspirations to make Sarawak Civil Service the best in the world.
