Abdul Ghafur Sharif facilitates at the workshop on Local Government The need for a responsible authority that would look at the development of Bintulu in totality is one of the key points highlighted at the workshop on Local Governance and Emerging Challenges held recently in Bintulu. A total of 57 participants from the Bintulu Resident and District Office, Bintulu Development Authority (BDA) and other organizations exchanged ideas and delved on issues on what constitutes a good government. Governance embraces the many complex mechanisms, processes and institutions which operate to ensure that society functions in a cohesive and stable manner. Good governance ensures that society is well run in a political and legal framework, resources are equitably distributed and the interests and rights of all groups are looked after. The nurturing of good governance is a responsibility of the state, the private sector and the civil society. Thus this workshop on good governance was organized in Sarawak for the fourth time by Angkatan Zaman Mansang, (AZAM) and Sarawak Development Institute (SDI) and was sponsored by the Konrad Adenauer Foundation (KAF) Jerman. The workshop featured five working papers : Elements of Good Governance by Prof. Madya Dr. Abdul Rahman, Dean, University Technology MARA Sarawak; Present Local Governance System: Structure. Roles and Responsibilities by En. Sulaiman Narawi, Ministry of Environment and Public Health; Public Participation in Local Governance by En. Ahi Sarok, UNIMAS; Case Studies: Bintulu Development Authority by En. Daniel Teho, BDA; Case Studies: Bintulu Resident Office - R&DO Prospects and Challenges by En. Abdullah Chek Sahamat, Bintulu Resident Office.
