The National Budget 2000

- The Civil Service.

"The government is aware that the success of national development will not materialise without the unwavering support of the civil servants. The dedication and commitment that they have shown during the recent crisis, have enabled the country to return to a sustainable growth path.

The government acknowledges the contribution of all civil servants in ensuring the successful implementation of development projects. To enhance the effectiveness of project implementation, a number of administrative procedures have been relaxed to facilitate management in the implementing ministries and agencies. Therefore, it is hoped that every civil servant will continue to be dedicated and committed to excellence.

The government is also grateful for the role played by the security forces, especially the police and the armed forces. They have maintained the harmony and peace in the country, although there were several elements that tried to create chaos and political instability through demonstrations and illegal assemblies. Political stability and social harmony are important to the nation's progress. We cannot focus on development efforts if there is chaos. The government expresses its appreciation for their excellent service and sacrifices.

The government would also like to record its appreciation to the unions, especially the MTUC and Ceupacs that have assisted in efforts to revive the economy and maintain harmonious relations between employers and employees. As a record of our appreciation to all who have sacrificed and provided dedicated service, the government will award a bonus for 1999 subject to a maximum of one month salary or at least RM1,000 inclusive of the RM600 provided earlier. To further assist employees in the lower income categories, the government will increase their housing allowance by 50 percent. The government will increase the basic salary of all its employees by 10 per cent beginning January 1, 2000. All these will incur a cost of RM1.3 billion. The government is confident that this cost can be borne by the increase in revenue following the economic recovery.

In this connection, I urge private sector companies that have been profitable this year to give a bonus to their employees as their profits will not be subject to corporate taxes this year. The intention of government is not only to increase income with the salary increase but also to increase the real purchasing power of the people by enhancing productivity in addition to containing inflation. As such, we need to double our efforts towards improving productivity.

The government has always held to the principle of a clean administration. Abuses, whether it be the public or private sectors, can lead to the destruction of society's values and the nation's integrity and will therefore continue to be curbed. The government does not deny that corrupt practices exist, not only in the Civil Service, but also in the private sector. However, the government has always emphasised the need for a responsible and accountable management. Therefore, legislation will be further tightened to curb corruption. The government will continue to fight abuse of power at every level to enhance the confidence of the people and the business community, both domestic and foreign."
