YB Sylvester Entrie Ak Muran

“Indeed, the establishment of this unit is very timely. It is set up in the wake of wanting to see that all development projects will be implemented on time and on schedule. However, it is important to ensure that the unit must be able to deal with problems on the ground immediately in order to avoid any delay in the implementation of any projects …”

“… the importance of close rapport between the politicians and bureaucrats in planning, implementation and monitoring of projects. Invitation from the Residents and District Officers for Ahli-Ahli Yang Berhormat to attend the respective divisional and District Committee meetings to discuss or to be briefed on issues pertaining to project planning and implementation in their respective constituencies would be most beneficial to all parties concerned. I hope this call will be clearly noted and adhered to by the respective Residents and District Officers. This would greatly help to improve the performance of projects implementation without any prejudice against the implementors. Problems and solutions must be discussed openly in order to expedite the implementation of the projects…”

“I applaud the creation of the Project Imple-mentation and Monitoring Unit (PIMU), I think that is how you called it.”

“Ahli-Ahli Yang Ber-hormat are encouraged to help monitor projects implementation. In this respect, I hope that when we make complaints, comments, remarks and criticisms, they will be taken in good stead and constructively.”

“With the setting up of PIMU, I also hope that information of projects implementation could be readily made available to us upon request.”

“I would like to support our Deputy Chief Minister and Minister of Finance and Public Utilities in his statement that it is important that the implementation of the projects and plans is carried out efficiently and on schedule especially during this time of economic slowdown.”

“It is alarming to note that so far only 41% of the total budget allocation in 2001 for development have been spent. Whatever are the reasons for the poor performance, I hope they have been identified and actions are being taken to overcome them quickly. We, as elected representatives of the public, are always willing and available to help so that together we can transform our plans into reality.”

“A review should be undertaken immediately, on how to cut down the financial red tap in government projects’ implementation. There is also an urgent need for the state to meet the Federal Finance Ministry and Treasury on the problems encountered in the implementation of federal projects, including those relating to financial procedures. Any delay in the release of approved fund will certainly delay the project implementation on the ground.”

“… the planners who are our top leaders have done their parts by doing all the planning work. They, the implementors, which are the government departments and government agencies, must do their part as well with full dedication and efficiency so that all projects planned for improving and developing the state could achieve their purposes for the benefit of our people. I fully agree with the Hon. Deputy Chief Minister when he called upon all the Ahli Yang Berhormat to spare some time to monitor the progress of projects implemented in their respective constituencies.”

“Seperti apa yang kita maklum, pencapaian pelaksanaan projek dalam Rancangan Malaysia Ketujuh adalah kurang daripada 80%. Walaupun pencapaian ini dianggap baik akan tetapi yang patut dianggap baik ialah pencapaian 100%. Mengapakah dalam Rancangan Malaysia Ketujuh kita tidak dapat pencapaian 100%? Kita telah difahamkan bahawa banyak masalah dari segi pelaksanaan telah timbul apabila satu-satu projek itu hendak dilaksanakan.

“…untuk mengelakkan perkara-perkara seumpama ini berlaku di Rancangan Malaysia Kelapan, adalah dicadangkan satu jawatankuasa khas yang mungkin dipengerusikan oleh Setiausaha Kerajaan Negeri yang merangkumi badan-badan pelaksana dari peringkat negeri dan persekutuan agar jawatankuasa ini boleh dipanggil sebagai jawatankuasa pelaksanaan dapat digerakkan dan semua keputusan boleh diberi kepada jawatankuasa untuk menentukan proses-proses pelaksanaan projek.”

“Dengan terbentuknya jawatankuasa ini yang diberi kuasa penuh untuk membuat keputusan pelaksanaan, kita berharap pelaksanaan projek dalam Rancangan Malaysia Kelapan dapat dilaksanakan dengan lebih baik dan teratur dan yang lebih penting lagi agar prestasi pelaksanaan projek dapat tercapai 100%.”

“…untuk melaksanakan satu-satu projek itu, penting juga semua pihak yang berkenaan memberi kerjasama agar projek-projek dilaksanakan dengan baik dan mencapai tujuannya. … apa yang berlaku sekarang ini ialah banyak projek yang dilaksanakan di kawasan Wakil-wakil Rakyat, Wakil Rakyat sendiri tidak mengetahuinya dan kadang-kala projek-projek tersebut tidak diperlukan tetapi dilaksanakan dan ianya menjadi masalah dan ianya akan menjadi isu dalam pilihanraya.”

“Oleh yang demikian, saya juga ingin mencadangkan agar projek-projek yang hendak dilaksanakan di kawasan Wakil Rakyat masing-masing sekurang-sekurangnya Wakil Rakyat yang berkenaan diberitahu sama ada projek-projek tersebut mempunyai impak yang positif kepada rakyat.”

Jadi untuk Wakil Rakyat memain peranan yang positif, Wakil Rakyat adalah diberi peluang untuk mengetahui dan mungkin juga di dalam decision making di dalam pelaksanaan projek-projek tersebut. Dengan itu banyak projek yang lebih mementingkan rakyat dapat dilaksanakan. Peranan Wakil Rakyat akan menjadi lebih efektif di kawasan masing-masing dengan adanya kerjasama di antara Wakil-wakil Rakyat dan pegawai-pegawai kerajaan.”

“Meskipun demikian, adalah diharapkan agar kerajaan memberi keutamaan kepada penyiapan projek-projek dalam Rancangan Malaysia Ketujuh yang belum dilaksanakan di samping mengenalpasti dan menentukan agar projek-projek yang telah dirancang dalam Rancangan Malaysia Kelapan dapat dilaksanakan dengan sempurna dan jayanya.”

“Langkah Kerajaan untuk menubuh beberapa unit baru seperti Project Implementation and Monitoring Unit, the Special Project Unit dan the Information and Commu-nciation Technology Unit adalah bijak dan amat dialu-alukan. Cuma saya berharap agar pihak kerajaan dapat memberi peluang kepada Wakil Rakyat untuk mengetahui secara lebih dekat lagi akan fungsi dan perancangan unit-unti tersebut. Untuk mengetahui dan mendengar sahaja akan penubuhannya adalah tidak mencukupi. Jadi saya berharap pihak kerajaan dapat memberi ruang dan peluang kepada Wakil Rakyat untuk mendekati dan lebih memahami akan fungsi dan peranan unit-unit yang telah ditubuhkan.”
