Excerpt from YAB Chief Ministeri’s Speech during Launching of DPMS, 16 November 2001, Kuching.

“Today, as a result of understanding more, the process of development and the difficulties that we have faced, we have developed many steps by which we can simplify in fact make the process of development easily analyze and easily monitored, because of this therefore, we have seen that monitoring become a very important face in development implementation an monitoring.

The leading world today as more and more project were implemented as control from the center has got to be more rationalized and as response from the center should be forth coming as much as possible in order to make sure that people on the ground do not have a beautiful plan that they cannot implement as fast as they wish.

Project implementation therefore has got an important link in the form of project monitoring, normally to make sure that the people on the ground are able to express all the problem they face and the people at the center to be able to response.

Project monitoring should enable us to come together and cultivate greater habit as consulting each other, interacting each other and share with each other the problem that we face in development administration.”

“Monitoring development progress on the solving project on the ground is good to enable us to see how hard our colleague are working. But in the same time, we also must be aware that they needs our help, they needs our support and that where central agencies should not take project monitoring as one of the side line, as one of the decoration of a lot of computers we have in our headquarters. It is a centered part of our teamwork with the people who actually painfully implement project on the ground. Sympathy must always be there to solve the problems on the ground even trying to anticipate problem on the ground. It is a great way of trying to make sure treasure are well implemented.

Monitoring therefore to the central agencies should be like a mayor. It should not always tell you what to look, but tell you whether what you look is satisfied of the objective of what you want to do.”

“Today, even the DO (District Officer) is well linked with our computers. There’s no reason why the DO should be shy to take forward this problem to the next level. I Mean the resident of not particularly, I think the deputy resident who is now in charge with development responsibilities.

I am sure if the problems are bigger if the form of trends that is common we can in fact bring it up to the higher level and I think it could call for senior officer even the minister to come down and get involved in solving some of the problems which sometimes is separated by departmental responsibilities.”

I hoped that we used it to the field. Lastly but not of least important of course I would like to congratulate State Secretary, SAINS, the new Unit PIM (Project Implementation & Monitoring) unit and of course the Human Resource Division or unit who have work hard to make sure the system really resolves in the enhancement of our efforts to implement the development plans. I congratulate you all for your efforts and I hope we can all work together in making sure that we can implement 100 percent of the 8 billion ringgit development plan allocation that the state has provided for the development of Sarawak.
