Residents, Deputy Residents, and District Officers Conference 2005 - Transforming The Divisions – Harnessing Local Initiatives Through The Resident and District Offices

One of the increasing roles of the Residents and District Officers in Sarawak, says the Chief Minister is that they must respect and keep abreast of the people’s progress by keeping up with the latter’s increasing knowledge and level of education.

YAB Pehin Sri Dr. Haji Abdul Taib Mahmud said this in his keynote address at the opening of the 2-Day conference in Kuching on 12 July 2005.

Amongst others, Pehin Sri also said that District Officers should be one who would be a catalyst in the leadership structure at the grass root level but the Resident would remain the main co-ordinator for the whole Division.

“The District Officer’s main task would be to make sure that the execution of government projects is on time and he must alert the Resident of any possible delays or failures. Any rectification at the early stage would be a saving in terms of costs,” he said.

Pehin Sri Taib further said that “The District Officers must develop a sense of local initiative within the framework of a divisional plan and they must make sure that the leadership under the Resident and encompassing the various Federal and State agencies is a lively administrative unit.”

The conference was organised by the State Implementing and Monitoring Unit, SIMU. At the same function, Pehin Sri Abdul Taib also launched the New Project Monitoring System, which he later called Sarawak Monitor.

Morshidi Abdul Ghani, Director, State Planning Unit; “Spearheading Rural Development through the Establishment of Rural Growth Centres (RGC)” by Hj. Chiati Bolhassan, Permanent Secretary, Ministry of Rural Development; “Modernising the Agriculture Sector through Agropolis: Promoting Greater Local Participation at the Divisional Level” by Jaul Samion, Permanent Secretary, Ministry of Modernisation of Agriculture; “Understanding Contract Administration: The Roles and Responsibilities of the Contract Administrator” by Teo Siaw Chun, Senior QS, Department of Irrigation and Drainage; “Planning and Developing a New Division: The Case Study of Mukah Division“ by H. Sarudu Hoklai, Mukah Resident; “Human Resource Planning and Development: Meeting the Needs and Future Development of the Division” by Datu Wilson Baya Dandut, Deputy State Secretary (Human Resource).
