“Don’t get carried away by technology. It is not
the end all and be all of life or in business. Treat IT as a tool and use it as
a tool,” advises the Chief Executive Office of Sarawak Information Systems
(SAINS) Sdn Bhd, Mr Teo Tien Hiong. Sarawak has been able to transform itself
from being a technology-starved state to a technology-savvy state within a decade
by using ICT as a tool to make this journey forward. The Sarawak state government
has been able to achieve this phenomenal technological rise through SAINS.
SAINS was initially set up in 1991 to address a problem area in the state public
sector, i.e., the need for information technology (IT) is increasingly felt. At
that time, the state government did not have the mechanism to manage the journey
forward in ICT, hence the formation of SAINS that began its operation in 1992.
The company helped the Sarawak Government to use ICT and internalize IT into the
efficient conduction of business internally, and also to provide effective service
to the general public.
In 1993, the State Information Technology and Resources Council (SITRC) was formed
to work with SAINS. SITRC will be involved in policy making and strategic planning
while SAINS will be the operator and energizer of these policies and plans. The
first Strategic IT Master Plan for the State Civil Service was set up in 1993.
For the first 5 years from 1992 to 1997, SAINS concentrated in providing the government
with better electronic systems for it to reach out more effectively and efficiently
to its clientele. This responsibility is still true today. From 1997 to 2002,
SAINS started to look beyond Sarawak where the knowledge of IT could be used to
benefit the State, e.g., reference applications began to be shared outside the
State. Through this sharing, the means to generate revenue became possible which
invariably assisted in lowering costs for the state government.
SAINS wants to build a critical mass of skills in Sarawak that can grow and become
self-sustaining. By doing so, the State can better take care of its ICT requirements
and at the same time create a local IT industry in Sarawak. For the next coming
5 years, SAINS will look into bringing in cutting edge technology to Sarawak,
nurturing the skills of the people and add value to the burgeoning state’s
IT industry.

Despite facing numerous challenges since its formation,
SAINS has managed to achieve credible success and national recognition. With a
group staff of about 400, it is one of the major ICT company in Malaysia, and
the largest company with the most comprehensive track record and skill base in
Sarawak. SAINS has been able to provide better in terms of costs, skills, technology,
solution and service delivery, and will continue to do so.
SAINS has developed in-house about 200 different software application systems
for a wide range of clients to meet the specific requirements of the organisations.
The software applications that SAINS developed for customers have been implemented
in over 500 projects. For the future, SAINS is striving to push into the international
markets where globalisation and a borderless world become the next frontier to
be explored.

Designed and developed as an intranet for the Sarawak Government
and other agencies to provide users with the capability to communicate easily
with one another through the Wide Area Network (WAN). They are also able
to obtain and share information with each other as well as with the rest
of the world through the internet. |

E-Syariah |

Developed to improve management of cases
while streamlining the processes involved in registration of Syarie Lawyers.
Daily operations are conducted more efficiently with use of Office Automation
System while the computerised Library System of JKSM enhances searches,
borrowing of books & reference materials for Judges & Registrars,
and the E-Syariah Portal enable public access to information on court procedures,
rules & regulations, and submit enquiries on status of cases. Faraid
calculations could also now be performed over the internet. |
