LCDA’s Role in Property and Land Development in Sarawak

The Land Custody and Development Authority, LCDA or Lembaga Pembangunan dan Lindungan Tanah, (PELITA) was established in 1981 by the State Government.

Its main objective is the pursuit of development, redevelopment, settlement and resettlement of land mainly for economic and social development.
Since its inception in 1981, PELITA has succeeded in playing its catalystic role as the government investment arm to spur economic growth and development in the state.

Modus operandi

With its modus operandi of ‘smart partnership’ with private sector investors, PELITA has been able to undertake both agricultural and property development projects successfully.


As a semi-government agency PELITA also has its socio-economic commitment towards the development of Sarawak.

PELITA has therefore undertaken projects such as the Bakun Resettlement Scheme, Pandaruan Resettlement Scheme, infrastructure works for Resettlement schemes, for example the Rampangi Resettlement Scheme, and RGC (Rural Growth Centres), building of some civic centers, markets, etc.

In property development, PELITA has played a dynamic role in both the urban and sub-urban centres.

As an impetus to economic growth in the sub-urban development, PELITA has developed township projects with private developers on ‘smart partnership’ concept.

Examples of such development are the new townships in Mukah, Dalat, Tebedu (Bandar Mutiara), Balingian, and Daro.

In sub-urban centers, PELITA has undertaken the development of new bazaars such as in Pakan, redevelopment of Debak, Selangau Service Center, Selalang Service Centre, Sebuyau, Bekenu, Betong Town Extension, Sarikei Town Extension, Pusa Bazaar and others.

PELITA has also embarked on projects to complement the current demand for well-planned city center.

Projects of such nature are the construction of multi-storey carparks, Saujana Carpark and Medan PELITA, construction of mutli-storey office space such as Menara PELITA, Wisma PELITA Tunku (in Miri), Wisma MAA, Wisma Satok and Limbang Office Complex.

Tourism

In the effort to promote tourism, PELITA has also undertaken a few mega projects incorporating residential-cum-resort concept such as the Borneo Heights Resort, Riverine and Kasuma Resorts.

PELITA has also invested in a few hotels either on its own or in partnership with the private sector.

PELITA’s wholly-owned hotels include the Rajah Court Hotel in Kuching, and the Pelagus Resort, while it has investment in Tanahmas Hotel in Sibu, Purnama Hotel in Limbang and Plaza Hotel in Bintulu.

Agriculture

On the agricultural front, PELITA has carried out major development projects in both Native Customary Rights Land (NCR) and State Lands.

Under the NCR development concept, PELITA, playing an intermediary role, will continue to pursue efforts to encourage the landowners to participate in the development which will benefit them in the long run.

PELITA’s pioneer project in the NCR development is the Kanowit Oil Palm Plantation which was implemented in 1997. Other projects are Sabal Kruin Oil Palm Plantation, and the Raya Oil Palm Plantation.

Working hand in hand with other private investors and plantation houses either from Peninsular Malaysia or locally, PELITA has also established other joint venture projects such as the Sarawak Oil Palm Plantation, Loagan Bunut Plantations, Gedong Oil Palm Plantation amongst others.

PELITA has also undertaken large-scale sago plantations in Mukah Division and Dalat. To strenghten its effort in sago development, PELITA has set up a research center called CRAUN Research Sdn Bhd to carry out research in sago.

Concurrently PELITA is also networking with other Government departments and private investors on ways and means to improve the cultivation of the crop.

To diversify the agro industry business, PELITA is currently intensifying its effort into food crop and aqua-culture. Two areas are currently being developed into Food Production zone and Aquaculture areas.

These areas are in Baram for food production and in Telaga Air for prawn aqua-culture.

Opportunities

Notwithstanding the above, PELITA still has acres of land for both agriculture and property development in joint venture with private investors.

Opportunities are always opened to those who have the necessary technical expertise and experience, capital and interest in undertaking development projects with the Authority.
