" The Mid-Term Review continues the policy thrusts of the Third Outline Perspective Plan (OPP3) and the Eighth Malaysia Plan (8MP), in addition to building upon the Package of New Strategies introduced in May 2003, to address challenges as they arise. The policy focus of the Mid-Term Review will be to:

• Reinforce macroeconomic fundamentals to achieve sustained growth

• Bolster economic resilience to better withstand shocks

• Retool the economy to enhance its competitiveness

• Reactivate private investment to assume its role as the engine of growth

•Venture into new sources of growth

•Accelerate the transition from low technology and input-intensive economy to one that is high technology and knowledge-based

• Increase the supply of quality human resources to meet the demands of an economy that is moving to higher value added activities

•Develop a more equitable society to ensure that all benefit from development

• Instill society with noble values, and

• Enhance international cooperation for prosperity

More than 80% of the revised development ceiling is for the economic and social sectors. Education and training will receive the highest allocation, accounting for 25%; the health sector will receive 5.9%; housing 3.9% and local authorities and welfare services 5%. The major portion of the allocation for the economic sector is for the development of infrastucture and utilities.

Besides providing infrastructure, the Government will undertake measures to improve the manner in which existing facilities are being used. Steps will be taken to promote a culture of proper care and maintenance among the rakyat. The consumers must be prepared to share with the Government the ever-increasing cost of infrastructure maintenance. Some of the facilities may have to be jointly borne by both the Government and the consumers so as to be fair to those who do not use the facilities but pay tax.”
