In university libra- ries, students are accessible to theses and research papers for reference. This is a goldmine of valuable information. Students are aware of the current state of research and can develop it from there. In other words, there is avoidance of duplication of research and further improvement can be effected.

In the State government scenario, there is a lot of QCC projects successfully completed and implemented. However what seems to be lacking is a centralised source of reference. Anyone who is interested to know about any projects would have to request for it officially from the specific department. This writer is of the opinion that all government departments who have proposed, completed and implemented their QCC projects file a copy of these papers with the Pustaka Negeri Sarawak. These valuable sources of reference can then be accessed by members of the public as well as civil servants themselves.

The database of QCC projects would be a great source of information on the standard of QCC achieved in a department. Staff can also learn about how certain QCC tools are being applied in practice. Most importantly, other departments can use the findings to implement similar improvement in their department. The writer believed that there is no need to ‘reinvent the wheel,’ rather, improvements can be made from the findings. This is part of continuous improvement in the Civil Service.
