Program Randau Kualiti atau singkatnya Randau Q akan dilaksanakan
pada tahun hadapan (2006) bagi meningkatkan keberkesanan program pembangunan kualiti
di negeri Sarawak, kata Setiausaha Kerajaan Negeri, Datuk Amar Haji Abdul Aziz
bin Dato Haji Husain.
Menurut beliau, ia sebagai menyahut saranan ke arah eningkatkan sistem penyampaian
kerajaan yang lebih berkesan. Beliau berkata demikian sewaktu Majlis Pelancaran
Program Randau Q Untuk Perkhidmatan Awam Negeri Sarawak di Sri Aman pada 14 November
2005.
Randau Q akan menjelajah dari daerah ke daerah, dan akan dijadikan forum untuk
menilai usaha-usaha kualiti yang telah dan sedang dilaksanakan dalam Perkhidmatan
Awam Negeri. Jelas beliau lagi, melalui pendekatan Randau Q ini, diharap amalan
budaya kualiti boleh dihayati dan difahami oleh agensi-agensi pelaksana dan seluruh
penjawat awam sehinggalah ke ketua-ketua masyarakat di peringkat akar umbi.
Pengurusan Kualiti Menyeluruh (TQM), menurutnya telah banyak
memberi manfaat kepada Perkhidmatan Awam Negeri Sarawak kerana melalui pelaksanaannya
lahirlah program seperti Sistem Cadangan Q, Sistem Maklumbalas Q, Sistem Pemeriksaan
Q, Sistem Proses Q, Sistem Maklumat Q, Slogan Q dan Hari Q.
Dalam perkembangan berkaitan, menurut beliau lagi, perkhidmatan awam negeri Sarawak
telah menunjukkan kesungguhan dalam melaksanakan program pembangunan kualiti di
negeri ini. Antaranya pelaksanaan Balance Score Card yang telah berjaya dilaksanakan
secara perintis di Jabatan Perbendaraan Negeri, Kementerian Pembangunan Sosial
dan Urbanisasi (KPSU) dan Pejabat Residen Bahagian Mukah.
Bagi pensijilan ISO pula, setakat November 2005, 14 buah agensi Kerajaan Negeri
telah mendapat pensijilan MS ISO 9000:2000, manakala 111 buah agensi lagi dalam
pelbagai peringkat pelaksanaan seperti peringkat dokumentasi, audit dan pematuhan.
Sebanyak 91 buah agensi kerajaan di negeri ini telah memperolehi pensijilan MS
ISO 9000: 1994.
Kerajaan Negeri dengan sokongan Unit Pemodenan Tadbiran dan Perancangan Pengurusan
(MAMPU) juga secara aktif telah menganjurkan Konvensyen Kumpulan Meningkat Mutu
Kerja (KMK) sejak tahun 2000.
RANDAU Q
Program Randau Q adalah inisiatif Unit Pembangunan Sumber Manusia
dan Kualiti (HRDQ), Jabatan Ketua Menteri yang diyakini boleh dijadikan forum
berkesan bagi membincangkan perkara-perkara berkaitan pembangunan kualiti.
Melalui pelaksanaan Randau Q, usaha-usaha peningkatan produktiviti dan kualiti
dapat dibincang, dinilai dan dikaji semula bersama dengan agensi pelaksana. Hasil
daripadanya, amalan budaya kualiti akan mudah dihayati secara berkesan dengan
adanya dialog di antara agensi pelaksana di peringkat akar umbi dan pengurusan
atasan di peringkat negeri.
Antara objektif utama Randau Q diadakan ialah,
Mempromosi dan menyebarkan tentang usaha-usaha peningkatan produktiviti dan
kualiti yang sedang dan akan dilaksanakan dalam Perkhidmatan Awam Negeri Sarawak
Membincang, menilai dan mengkaji semula usaha-usaha kualiti dan produktiviti
yang telah, sedang dan akan dilaksanakan dalam Perkhidmatan Awam Negeri Sarawak
Mewujudkan kesedaran dan penghayatan amalan budaya kualiti di kalangan agensi-agensi
pelaksana di peringkat akar umbi dalam Perkhidmatan Awam Negeri
Menyediakan saluran bagi dialog dan kualiti di antara pengurusan atasan di peringkat
negeri dan agensi-agensi pelaksana
Menyediakan forum bagi agensi-agensi pelaksana di peringkat akar umbi untuk
mengenalpasti halangan-halangan dan jurang ke arah penambahbaikan sistem pengurusan
kualiti mereka.
Beberapa pengisian seperti ceramah kualiti dan lawatan ke agensi-agensi di peringkat
akar umbi akan diadakan semasa Randau Q. Selain itu, turut diadakan nanti adalah
dialog dan berkongsi rahsia kejayaan dengan agensi-agensi yang pernah memenangi
anugerah kualiti di peringkat Kebangsaan di samping meninjau secara dekat usaha-usaha
produktiviti dan kualiti di agensi yang dilawati.

Quality Initiatives in SEDC Sarawak started when the organisation
embarked on its Quality journey in the early 90s with the launching of Total
Quality Management (TQM) in year 1992. The emphasis by the government on Quality
Control Circle (QCC) had led to the formation of KMK (Operation Eagle) in 1993
and hence the formation of the then Accountability Sector (now Quality Management
Division) further strengthened the Quality drives in the organisation.
To further strengthen the Quality drives in SEDC, the SEDC management had established
a Quality Council (QC) in the year 2002 to oversee the organisation of Quality
related activities. It has a strong support by the SEDC Chairman himself as the
Advisor and headed by the General Manager with all Divisional Directors as the
Council members.
In implementing the Quality initiatives, the main challenges such as lack of awareness,
inadequate knowledge and skill in implementing Quality initiatives and getting
full commitment of staff to drive the Quality programmes are amongst the key issues
faced.

SEDC then overcame these problems through:-
- Proper Quality Council Structure which clearly chart the Quality direction,
policies, strategies, objectives and at the same time monitoring the Quality initiatives
to ensure sustainability and resolving issues;
- A series of training and promotion when necessary;
- Incentive system to motivate staff and recognise their effort and commitment
in supporting and implementing Quality activities;
- Systematic coordinating mechanism annual calendarise activity; and
- Top managements commitment Leading by Example. Quality Activities
2005 5S Programme
The 5S Programme was launched on 22 July 2005 after a series
of trainings and seminars dating back from April 2004 till the launching day by
National Productivity Corporation (NPC), Sarawak. Launched by SEDC Chairman, YB
Datuk Hj Talib Zulpilip, the programme aimed to improve the productivity of
the staff hence creating a more comfortable and organised workplace.

Numerous activities have also been done throughout the period
of five months. There were 5S Theme Competition, 5S Song Competition, Gotong-Royong
activities and visits to 5S Certified Corporations, just to name a few.
There were also promotional activities, in keeping the 5S spirit alive during
the implementation period. By implementing the 5S Programme, not only does the
Corporation achieved the objective of the programme, but it has also instilled
invaluable values such as teamwork and self-discipline amongst the staff.
Certification Audit by third party (NPC) was conducted on 20
December 2005 and based on the audit results SEDC has been awarded the 5S Certification.
MS ISO 9001:2000 The second major event in the SEDC Q Calendar is the conversion
of MS ISO 9001:2000. With an internal manpower and guidance provided by MAMPU,the
conversion process has been conducted throughout the year.
The compliance audit by MAMPU was conducted from 27-29 December. To date, the
result of the audit is still pending for the Certification Meeting in January
2006. Innovative Control Circle (ICC) In 2005, ICC activities started off with
a Seminar on the New Judging Criteria by National Productivity Corporation (NPC)
Sarawak in February. This was later followed by the yearly SEDC In-House ICC Convention
in June. With more than ten circles participating, this event was a great success.
In November, Cik Siti Nurazlina Dollah Ahmat Usop being the Acting Director of
Quality Management Division has been given the honour to be one of the panel members
for the Forum KMK Kebangsaan during the Konvensyen Kumpulan Meningkat Mutu Kerja
(KMK) Peringkat Kebangsaan Ke 22 Sektor Awam Tahun 2005 jointly organised by INTAN,
MAMPU and the Pahang State Secretarys Office.

With a paper presentation entitled Mencapai Kecemerlangan:
Pengalaman SEDC Sarawak Dalam Melaksanakan KMK Dalam Organisasi, SEDC has
managed to share their experiences in ICC throughout the ten years implementation
period with other agencies and companies that have participated in the convention
beside expanding their networking at the same time.
Quality Festival 2005
The SEDC Quality Festival was conducted for a week in the month
of September. Numerous activities; Q-Theme, Q-DanceRobic, Q-Hunt, Q-Operation
Room, Q-Speaking, Q-Talk, Q-Look, Q-Award, Q-Dinner, has kept the organiser busy
for the week. The Festival was concluded with a Q-Dinner with a Garden Concept
and White and Green Dress Code at the Futsal Court, Menara SEDC.
Quality Activities 2006
5S Programme
With the successful implementation of the programme in 2005,
this year SEDC is targeting to expand the programme to its Regional Offices and
Subsidiary Companies at the same time maintaining the 5S in the Menara SEDC.
MS ISO 9001:2000
The review of certain processes will be on-going to constantly
update and ensure that the procedures are being complied with.
Innovative Control Circle (ICC)
In February, an ICC Camp will be held in Holiday Inn Damai
Lagoon. Participations from SEDC Hotels, Subsidiary Companies and staff are expected
for this years camp. As was the practice, a SEDC In-House Convention will be
held sometime in June.
Quality Festival 2006
Another Q Festival is targeted in September 2006. Main activities
are as conducted in 2005, perhaps with a more enhanced concept this year.
