Public Service To Migrate Towards MS ISO 9001:2000

All government agencies who have been certified with MS ISO 9000:1994 standard are stipulated to migrate to MS ISO 9001:2000 beginning from year 2003. This is the decision made during the Meeting of the Panel for Development of Public Administration (PANEL) on 8 December 2002. The status of
MS ISO 9000 Certification in the public service achieved by March 2003 was 571 (76%) out of a total of 749 agencies.

Following the decision by PANEL, policies were outlined for the implementation of MS ISO 9001:2000 in the public service and circulated to all heads of government agencies to facilitate the transition. The policies stated that MAMPU would no longer entertain request for audits to MS ISO 9000:1994 standard. It also stated that to assist the transition, government agencies could obtain awareness training, training on documentation and internal audit
training from INTAN, or from selected private consultancy firms registered with the Ministry of Finance and are on MAMPU’s list of MS ISO 9000 Consultants.

As of January 2004, 199 government agencies have either achieved the migration to ISO 9001:2000, are in the process of applying for certification, are at the auditing stage, or are in the initial stage of getting assistance from MAMPU or the approved private consultancy firms.

For Sarawak, there is a total of 76 state government agencies of which to date, 11 have managed to migrate towards ISO 9001:2000 Certification. These
11 state government agencies consist mainly of statutory bodies and local authorities, namely Brooke Dockyard, Yayasan Sarawak, Sarawak Tourism Board (STB), Miri Port Authority (MPA), Kuching Port Authority (KPA), Rajang Port Authority (RPA), Bintulu Development Authority (BDA), Kuching Water Board (KWB), Sibu Water Board (SWB), Council of Kuching City North (DBKU) and Council of Kuching City South (MBKS).

The smart move to migrate to MS ISO 9001:2000 standard is in line with the government’s aim for continuous improvement in the public service. MS ISO
9001:2000 standard is easier and more flexible for organizations to adopt and embrace the use of the Plan-Do-Check-Act principles involved in quality and process managements.

The most significant change to MS ISO 9001:2000 is the movement away from procedure-based approach (how activities are controlled) to a process-based approach (what are actually done). This shift allows organizations to link organizational objectives with organizational effectiveness more directly. MS ISO 9001:2000 is comprised of 5 main sections – Quality Management System, Management Responsibility, Resource Management, Product Realization, and Measurement Analysis and Improvement.
