Enhancing Organizational Excellence

Excellent organisations share knowledge and information
Quality experts agree that it is no longer sufficient to just embark on quality journey for the sake of improving their organizations alone. Organi-sations need to check on their quality drive and get their management practices reviewed and assessed by a third party. It will be more relevant if they can benchmark their practices and seek ways to become better than the best.

Realising the importance of such management review many governments have established the award programmes. Some of the national awards are Malcolm Baldridge National Award, Australian Business Excellence Award, European Quality Award, and Singapore Quality Award.

These programmes are intended to get organisations to relook, compare and enhance their management prac-tices and strive to be the best.

In Malaysia, after promoting Quality Control Circles in the early eighties and subsequently Total Quality Control (TQC), the government realised the importance of this review and set to repaint the quality initiative for the industries. The government decided to establish three award programmes. The programmes are: Prime Minister Quality Award (1990); Quality Management Excellence Award (1990) and Productivity Award (1999).

The objectives of promoting award programmes are to enhance quality awareness and practices in management of excellence and at the same time to provide a platform for sharing best practices.

The various award programmes are being organized not merely to look for winners; rather it is intended to provide a platform for learning and sharing the best practices so that everyone wins. In this spirit of learning and sharing, many of the cases of excellent companies have been documented and published.

The Driving Force – Leadership

The critical role of top management and their leadership in quality management is em-phasized over and over again in management literature. According to Steven Stanton in Watts, 'every-thing starts with a committed and passionate leader of the business organisation. A leader who is really committed to making funda-mental changes. Without that very little else is possible.'
Excellent organisations religiously ensure that their people are taken care of in terms of developing their capabilities

It is no exception for the companies who participated in the award programme, more so for the winning companies. There are tangible signs of management com-mitment to ensure their company becomes the best company.

The challenge of any business establishment is to create a productive workforce. Excellent organisations will religiously ensure that their people are taken care of in terms of developing their capabilities.

One of the excellent practices in managing Human Resource is strengthening HR capability in the organization. On average, excellent companies set 3% of their payroll for formal training . One company sets 7% of the payroll for training. This amount is strictly for formal training conducted in the companies' premise or training conducted elsewhere.

Sharing of Knowledge

It is indeed interesting to note that many of such excellent companies share knowledge and information. The sharing is not done by HR Department but rather individuals are given opportunity to share anything for the good of their organisation. The sharing process is made possible with ICT application. A medium sized manufacturing company uses intranet to share such information and employees were trained to operate and be part of the sharing of knowledge community. One conclusion that can be made on the sharing of knowledge is the better the organisation the more people is willing to share and participate in the forum for improvement.
